አለቃዎ ሳይሆን ቅን ህሊናዎ የሚያዝዎትን በመፈፀም መልካም ዜጋ ይሁኑ!


def-thumbመልካም ዜጋ ማለት ምን ማለት ነው?
ይህን ጥያቄ ለመመለስ በርካታ መጻሕፍት መፃፍ ይቻላል፤ መሠረተ ሀሳቡን ግን በጥቂት ዓረፍተ ነገሮች ማቅረብ ይቻላል።
መልካም ዜጋ ኢፍትሃዊ ተግባር ሲፈፀም “እኔ ምናገባኝ?” አይልም። መልካም ዜጋ “ያባትህ ቤት ሲዘረፍ አብረህ ዝረፍ”፤ “እኔ ከሞትኩ ሰርዶም አይብቀል”፤ “እያለህ ካልሆነ ከሌለህ የለህም” እና በርካታ መሰል ምሳሌዎችን አይሰማም። መልካም ዜጋ በማናቸውም ሁኔታ ውስጥ ቢሆን ከነፃና ቅን ህሊናው ጋር ታርቆ ይኖራል።
የህወሓት አገዛዝ፣ መልካም ዜጋ ማለት የመንግሥት ሥልጣን የያዘን ማንኛውም አካል ማክበርና በታማኝነት ማገልገል ተደርጎ እንዲተረጎምለት ይሻል። ፍትህ የሚያዛባ መንግሥትን መቃወም የመልካም ዜጋ አቢይ ተግባር መሆኑ የዘመናችን ወጣት እንዳይገነዘብ ያደርጋል። በተለይ ባለሙያዎች የሚያገለግሉትን አገዛዝ ባህርይ እግምት ውስጥ ሳያስገቡ የተቀጠሩበትን ሥርዓት በታማኝነት ማገልገል የዜግነት ግዴታቸው አድርገው እንዲወስዱት ይወተውታል።
ኦስካር ግሮኒንግ ( Oskar Groening)የዘጠና አራት ዓመት ሽማግሌ ጀርመናዊ ነው። በጀርመን የሂትለር አገዛዝ ወቅት በሚሊዮን የሚቆጠሩ ንፁሃን የተፈጁበት አሽዊትስ ካምፕ ውስጥ የሂሳብና ጽህፈት ሠራተኛ ነበር። ኦስካር ግሮኒንግ አንድም ሰው አልገደለም፤ አንድም ሰው አልገረፈም። እሱ ሂሳብ ነው የሠራው። ሆኖም በደል ሲፈፀም አይቶ “ምናገባኝ” ብሎ አልፏልና ከብዙ ዓመታት በኋላ ተከሶ በቅርቡ የ4 ዓመታት እስር ተፈርዶበት በሁለት እግሮቹ መቆም በማይችልበት በ 94 ዓመቱ በእርጅናውና በመጦሪያው ዘመን ቤተሰቦቹና ጓደኞቹ ፊት ተዋርዶ እስር ቤት ወርዷል።
በአንፃሩ ኦስካር ሽንድለር (Oskar Schindler) በጀርመን ናዚ ወቅት ሂትለር ይመራው የነበረው የናዚ ፓርቲ አባልና ሰላይ ነበር። ሆኖም ግን የሥርዓቱን ኢሰብዓዊነት ሲረዳ እዚያው የናዚ ፓርቲ ውስጥ ሆኖ አለቆቹ ያዘዙትን ሳይሆን ቅን ህሊናው ያዘዘውን በምስጢር መሥራት ጀመረ፤ በዚህም የ 1200 ሰዎችን ሕይወት ታደገ። ከጦርነቱ በኋላ ኦስካር ተከብሮ የኖረ በርካታ የክብር ስሞችና ሽልማቶች የተሰጠው በመልካም አርዓያነቱ የሚጠቀስ ሰው ሆነ።
በአገራችንም በአምስት ዓመታቱ የፋሽስት ወረራ ወቅት ስመ ጥር የውስጥ አርበኞች ነበሩ። ከነፃነት በኋላ ባንዶች እንኳን በውስጥ አርበኝነት ለመጠራት ያደርጉት የነበረውን እሽቅድድም ልብ በሉ።
በህወሓት፣ ብአዴን፣ ኦህዴግ፣ ደህዴግ እንዲሁም አብዴፓ፣ ቤጉህዴፓ፣ ጋህአዴን፣ ሀብሊና ኢሶዴፓ ያላችሁ ወገኞች ኦስካር ግሮኒንግን ወይንስ ኦስካር ሽንድለርን መምሰል ትፈልጋላችሁ? በህወሓት ፋሽስታዊ አገዛዝ የጦርና የፓሊስ ሠራዊት ውስጥ ያላችሁ ወገኖቻችን ነገ የምትዋረዱበትን ሥራ መሥራት ነው የሚበጃችሁ ወይስ ዛሬ ከህሊናችሁ ጋር ታርቃችሁ እየኖራችሁ ነገ ደግሞ ልጆቻችሁና የልጅ ልጆቻችሁ የሚኮሩበትን ተግባር መፈፀም ትፈልጋላችሁ? በአገዛዙ የስለላ ድርጅቶች ውስጥ ያላችሁ ወገኖች ስማችሁን በመልካም ማስጠራት አትሹምን?
ልቦና ያላችሁ ወገኖቻችን ሆይ! መልካም ዜግነት ሎሌነት አይደለም። መልካም ዜግነት ለቅን ህሊና ታማኝ መሆን ነው። መልካም ዜግነት ሲመች በገሀድ፤ ሳይመች በምስጢር ኢፍትሃዊነትን መዋጋት ነው።
አርበኞች ግንቦት 7 የአንድነትና ዲሞክራሲ ንቅናቄ በማናቸውም መንገድ በአገዛዙ የፓለቲካ፣ የጦርና የፓሊስ ተቋማት፤ በስለላም ይሁን በሌላ የሲቪል ሙያ የተሰማራችሁ ወገኖቻችን የታዘዛችሁትን ሳይሆን ቅን ህሊናችሁ የሚጠይቃችሁን በመሥራት ኢፍትሃዊ፣ ፋሽስታዊና ዘረኛ የሆነውን የህወሓት አገዛዝን እንድታዳክሙ ጥሪ ያቀርብላችኋል። በአገዛዙ ውስጥ ሆናችሁ እያለም የምትሠሩት ለሀገርና ለትውልድ የሚጠቅም በርካታ ሥራ አለ። የአገዛዙን ምስጢራዊ ሰነዶች ለአርበኞች ግንቦት 7 እንዲደርስ ማድረግ፤ አሊያም በማኅበራዊ ሚዲያዎች (ለምሳሌ ፌስ ቡክና ቱተር) ማሰራጨት ትልቅ ዋጋ ያለ ሥራ ነው። የህወሓት ፀረ-አገር እና ፀረ-ሕዝብ ፕሮጀክቶችን ማሰናከል ሌላ ትልቅ ሥራ ነው። በነፃነት ታጋዮች ላይ የሚደረጉ ዱለታዎችን ማክሸፍ ሕይወት አድን ሥራ ነው። ድርጅቶቹ ውስጥ ሆኖ ድርጅቶቹን ማዳከም የመልካም ዜግነት ግዴታ መወጣት ነው።
በሥርዓቱ ውስጥ ሆነው ኢፍትሃዊነትን ለማጋለጥ እና ሥርዓቱን ለማዳከም ለሚጥሩ ወገኞች አርበኞች ግንቦት 7 ከፍተኛ ክብር አለው፤ ደህንነታቸው እንዲጠበቅም የተቻለውን ሁሉ ያደርጋል። ፀረ ኢትዮጵያ እና ፀረ ሰው የሆነውን የህወሓትን ሥርዓት ለመጣል እና በምትኩ ፍትህ፣ ነፃነት፣ ዲሞክራሲ፣ እኩልነትና የሀገር አንድነት የተረጋገጠባት ኢትዮጵያን ለማጽናት ከሥርዓቱ ውስጥም ውጭም የሚደረገውን ትግል እናፋፍም።

የፕሬዚዳንት ኦባማ የአፍሪካ ኅብረት ንግግርና እንደምታው

def-thumbየዩ ኤስ አሜሪካ ፕሬዚዳንት ባራክ ኦባማ ሐምሌ 21 ቀን 2007 ዓም አዲስ አበባ ውስጥ በአፍሪካ ኅብረት ጽ/ቤት ያደረጉት ንግግር በርካታ ቁምነገሮችን የያዘ በመሆኑ አንጽዖት ሊሰጠው እንደሚገባ አርበኞች ግንቦት 7: የአንድነትና ዲሞክራሲ ንቅናቄ ያምናል።
ፕሬዚዳንቱ በዚህ ንግግራቸው የአፍሪቃን በተለይም ደግሞ የአገራችንን ችግሮች ነቅሰው አሳይተዋል። ሰብዓዊ መብቶች ሰው በመሆናችን ያገኘናቸው በመሆኑ በቆዳችን ቀለም፣ በተወለድንበት አካባቢ፣ በምንናገረው ቋንቋ ወይም በሌላ ማናቸውም ምክንያቶች ሊሸራረፉ የማይገቡ መሆኑን በመግለጽ “ሁላችንም እኩል ተወልደናል” በማለት ዘረኞችን አፍ የሚያዘጋ ኃይለቃል ተናግረዋል። “ሁላችንም ከአንድ ግንድ የበቀልን ነን፤ ሁላችንም አንድ ቤተሰብ ነን፤ ሁላችንም አንድ ጎሳ ነን” ካሉ በኋላ በዓለም ያለው አብዛኛው ችግር ይህንን መረዳት አለመቻላችን፤ ራሳችንን በእያንዳንዳችን ውስጥ ማየት አለመቻላችን ነው ብለዋል።
ይሁን እንጂ በብዙ የአፍሪቃ አገሮች፣ ዜጎች ነፃነታቸው የተገፈፈ መሆኑን፤ ምርጫ መኖሩ ብቻ ዲሞክራሲ ሰፈነ ማለት አለመሆኑ አብራርተዋል። ጋዜጠኞች፣ የተቃውሞ ፓለቲካ መሪዎችና ግንባር ቀደም ተሳታፊዎች፣ የሲቪክ እንቅስቃሴዎች መሪዎችን በእስር ቤት እያጎሩ ወይም በነፃነት እንዳይቀሳቀሱ እያደረጉ ዲሞክራሲያዊ ምርጫ አደረግን የሚሉ አገሮች መኖራቸው ለመግለጽ ኢትዮጵያን በዋቢነት ጠርተዋል።
ፕሬዚዳንት ኦባማ የሰላምና የደህንነት ጉዳይ ምን ያህል አሳሳቢ መሆኑን በሰፊው ከገለጹ በኋላ ለሰላም ሲባል ነፃነትን መንፈግ ሁለቱንም ሊያሳጣ የሚችል መሆኑም አስገንዝበዋል።
እድገትን በማፋጠን ዜጎችን ከድህነት ለማውጣት አዲስ አስተሳብ ያሻል፤ ለአዲስ አስተሳሰብ ደግሞ በነፃነት ማሰብ፤ ድምፃቸው የሚሰማ ዜጎች መኖር እና የሰብዓዊ መብቶች መከበር ቁልፍ ጉዳዮች መሆናቸው አጽንኦት ሰጥተውበታል። የአፍሪቃ መሪዎች ሥልጣን ላለመልቀቅ የሚሄዱትን ርቀት በማንሳት ተሳልቀውበታል፤ ሙስናም የልማትና የመልካም አስተዳደር ፀር መሆኑን አስምረውበታል።
አርበኞች ግንቦት 7: የአንድነትና ዲሞክራሲ ንቅናቄ፣ ፕሬዚዳንት ኦባማ ይኸ ቀራቸው በማይባል ሁኔታ በአህጉራችን በአፍሪቃ በተለይ በኢትዮጵያ የሰፈነው ክፉ አገዛዝ መተቸታቸው፤ ይህንን እዚያው የአፍሪቃ መዲና በሆነችሁ አዲስ አበባ ተገኝተው መናገራቸው በበጎ ይመለከተዋል። እሳቸው ያነሷቸውን ቁም ነገሮችን አድምጠው ማስተካከያዎችን የሚያደርጉ ገዢዎች ኑረውን ቢሆን ኖሮ የኛ ትግል ባላስፈለገ ነበር። ችግሩ መስማት እንጂ ማዳመጥና መተግበር የማያውቁ ገዢዎች የሰፈኑብን መሆኑን ነው።
ስለሆነም፣ አርበኞች ግንቦት 7: ፕሬዚዳንት ኦባማ በአፍሪቃ ኅብረት ንግግራቸው ሀቁን አብጠርጥረው በመናገራቸው የተሰማውን አድናቆት ይገልፃል፤ በዚሁ አጋጣሚ ደግሞ በንግግራቸው ያነሷቸው ቁምነገሮችን መደመጣቸውና በተግባር መተረጎማቸውን እንዲከታተሉ አበክሮ ይጠይቃል።
የፕሬዚዳንት ኦባማ ንግግር በሀቅ ላይ የተመረኮዘ በመሆኑ የህወሓት ሽማምንት የተከፉ ቢሆንም የኢትዮጵያን ፓለቲካዊ፣ ኢኮኖሚያዊና ማኅበራዊ እውነታ የመቀየር ኃላፊነት የእኛው የኢትዮጵያዊያን ኃላፊነት መሆኑን በመረዳት፤ ለፍትህ፣ ለነፃነት፣ ለዲሞክራሲና ለአገር አንድነት ግድ ያለን ኢትዮጵያዊያን ሁሉ ተባብረን አገራችን ከዘረኛውና ፋሽስታዊ ህወሓት አገዛዝ ነፃ የማውጣት ተጋድሎዓችን አጠናክረን እንድንቀጥል አርበኞች ግንቦት 7 ያሳስባል።

በሙስሊም እንቅስቃሴ መሪዎች ላይ የተሰጠውን ፍርደገምድል ፍርድን እናወግዛለን!

def-thumbየህወሓት አገዛዝ የሚዘውረው የይስሙላ ፍርድ ቤት ዛሬ ሀምሌ 27 ቀን 2007 ዓ.ም. በሙስሊም ወገኖቻችን መሪዎች ላይ ፍርደገምድል ውሳኔ ሰጥቷል። በዚህ ውሳኔ መሠረትም የእምነት መብቶቻቸው እንዲከበሩላቸው በሰላማዊ በሆነ መንገድ የጠየቁ ወገኖቻችን መሪዎች እስከ 22 ዓመት በሚደርስ ጽኑ እስራት እንዲቀጡ ወስኗል።
ሙስሊም ወገኖቻችን ጥያቄዎቻቸው ሰላማዊ በሆነ መንገድ ሲያቀርቡ ቆይተዋል። ሥርዓቱ ያደረገውን ተደጋጋሚ ትንኮሳዎችን ተቋቁመው “ድምፃችን ይሰማ!” የሚል አቤቱታ ከማቅረብ የዘለለ አንዳችም የኃይል እርምጃ ወስደው አያውቁም። ሆኖም “በደል ደርሶብኛልና ልሰማ” ብሎ አቤቱታ ያቀረበ ሕዝብ መሪዎችን እስከ ሃያ ሁለት ዓመታት በእስር መቅጣት የአገዛዙ እብሪትና ማናለብኝነት አጉልቶ የሚያሳይ ተግባር ነው።
አርበኞች ግንቦት 7:የአንድነትና ዲሞክራሲ ንቅናቄ ይህን ፍርደገምድል ውሳኔ አጥብቆ ያወግዛል።ይህ ፍርደገምድል ውሳኔ የተሰጠው ፕሬዚዳንት ኦባማ በአገራችን መዲና ተገኝተው “ለሰላም ሲባል ነፃነትን ማፈን ሁለቱንም ያሳጣል” ባሉ ሳምንት ባልሞላ ጊዜ ውስጥ መሆኑ አገዛዙ የሚሰማ ጆሮ የሌለው መሆኑ የሚያረጋግጥ ሆኗል።
የሙስሊም መሪዎች በእስር ላይ በነበሩት ጊዜ በምርመራ ስም ተደብድበዋል፤ ክብራቸው ተደፍሯል፤ የተለያዩ ዘግናኝ ሰቆቃዎች ተፈጽሞባቸዋል፤ የሀሰት ዶክመንታሪ ፊልሞች እንዲሰራጩ ተደርገው ስማቸውን ለማጥፋት ሙከራ ተደርጓል።
በሙስሊም ወገኖቻችን ላይ የደረሰው በደል ሃይማኖት ሳይለይ በሁሉም ኢትዮጵያዊያን ላይ የደረሰ በደል ነው፤ መፍትሄ የምናገኘውም በጋራ በምናደርገው ትግል ህወሓትን አስወግደን በምትኩ ፍትህ፣ ነፃነት፣ ዲሞክራሲና የአገር አንድነት የሚጠብቅ የመንግሥት ሥርዓት ስናቆም ነው። ከዚህ በመለስ የሚገኝ መፍትሄ የለም። የእምነት መብቶች የሚከበሩት ሰብዓዊ መብቶች ሁሉ ሲከበሩ እንደሆኑ “በድምፃችን ይሰማ” ሥር የተሰባሰቡ ወገኖቻችን ይረዳሉ ብለን እናምናለን።
አርበኞች ግንቦት 7 ሙስሊም ወገኖቻችን ለዓመታት ያለመታከት ያካሄዱትን ትግል ያደንቃል። ከእንግዲህ ደግሞ እጅ ለእጅ ተያይዘን፤ ተደጋግፈን በመታገል ህወሓትን አስወግደን በምትኩ ለሁላችንም የምትመች አገር እንድንገነባ ጥሪ ያደርጋል።

ሁሉም በያለበት የነፃነት ትግሉን ይቀላቀል!!

def-thumbእኛ ኢትዮጵያውያን ከመቼውም ጊዜ በከፋ ሁኔታ የሰውነት መብታችን ተገፎ የዜግነት ነፃነታችን ተረግጦና ተዋርደን የምንገኝበት ጊዜ ቢኖር ዛሬ ነው፡፡ የጅምላ ግድያ፤ የጅምላ እስርና የጅምላ ስደት እንደ ዘመነ ወያኔ የታየበት ዘመን የለም፡፡ ህፃናት በረሀብ ከሚማሩበት ክፍል ውስጥ የሚወድቁበት ፤ ወንድ ልጅ በደህንነት ሀይሎች ታፍኖ የሚደፈርበት፤ ሴት ልጅ በገመድ የታሰረ የባልዋነወ ብልት መንገድ ለመንገድ እንድትጎትት የተደረገበት ዘመን ቢኖር ያሳለፍነው የወያኔ ዘመናት ብቻ ነው፡፡ ባጠቃላይ የሰው ልጅ ሊሸከመው ከሚችለው በላይ መከራና ሰቆቃ እንድንሸከም የተገደድንበት ዘመን ላይ እንገኛለን፡
በአንፃሩም ስለ ለፃነት ስለ ፍትህና እኩልነት ሲሉ የተሰዉ ዋጋም የከፈሉ፤ አሁንም እየከፈሉ የሚገኙ ጥቂት አይደ ሉ ም፡፡ ከነዚህም አንዱ አርበኞች ግንቦት ሰባት ለአንድነትና ለዲሞክራሲ ንቅናቄ መሆኑ ግልፅ ነው፡፡ ይህ ለነፃነት ለፍትህና ለ ዲሞክራሲ የሚደረገው ተጋድሎ ውሎ አድሮ ዛሬ ከዋናውና ወሳኝ ከሆነው ምእራፍ ላይ መድረሱ ደግሞ የሁላችንንም ተስ ፋ ያለመለመና የተደፋው አንገታችን ቀና ያደረገ መሆኑና በተቃራኒው የወያኔን ካንፕ ያሸበረ መሆኑ በገሀድ እየታየ የሚገኝ እውነት ነው፡፡
እንግዲህ ይህን ወራዳ ስርአት አስወግዶ በምትኩ ዲሞክራሲያዊ ስርአት ለመተካት የሚደረገው ትግል ዛሬ የደረሰበት ደረጃ ለመድረስ የተደረገው ርብርብ ቀላል ባይሆንም ቀሪውን አጠናቆ ከዳር ለመድረስ ከመቼውም ጊዜ በላይ የእያንዳዱን ኢትዮጵያዊ የተግባር ተሳትፎ የሚጠይቅ፤ ሁሉም ከያለበት ስለ ነፃነት የሚደረገውን የአርነኝነት ትግል በመቀላቀል የድርሻ ውን ሀላፊነት መወጣት ከሚጠይቅበት ወሳኝ ምእራፍ ላይ መድረሳችንን መረዳት ግድ ይላል፡፡
እኛ ኢትዮጵያውያን ያለ ማንም እርዳታና ድጋፍ ዋጋ ከፍሎ ለፃነትን የማሰከበር እንግዳ ሳንሆን በታሪክ የምንታወቅበት መለያችን መሆኑ መዘንጋት የለበትም፡፡ እንኳን ዛሬ አለም አለም በጠበበችበት ዘመን ቀርቶ ትናንት በጨለማው ዘመን እንኳ እነ ዶ/ር መላኩ በያን ከአኛ አልፎ ለአፍሪካ ነፃነት ፈር ቀዳጅ ሆነው የተገኙበትን ታሪክ ማስታወስ ይገባል፡፡
እናም ማንኛውም ኢትዮጵያዊ በየትኟውም ስፍራ የሚገኝ ሁሉ ለነፃነትና ለዲሞክራሲ የሚደረገውን ትግል እውቀት ያለው በእውቀቱ፤ ጉልበት  ያለው በጉልበቱ፤ ገንዘብ ያለው በገንዘቡ ለመደገፍ ዛሬ ነገ ሳይል አሁኑኑ ከአርበኝነቱ ትግል መቀላቀል ይጠበቅበታል፡፡ ኢትዮጵያዊነታችንን ብቻ ሳይሆን ሰው መሆናችን የሚረጋገጠው ነፃነታችንን አስጠብቀን በነፃነት መኖር ስንችል ብቻ መሆኑ መዘንጋት የለበትም፡፡
ስለዚህ ዛሬ አርበኞች ግንቦት ሰባት የለኮሰው የነፃነት ቀንዲል ከነጻነት አደባባይ ለመትከል የጀመረውን ጉዞ በሰው ሀይል፤ በገንዘብና በቁሳቁስ በማገዝ ሁላችንም የድርሻችንን እንድንወጣ ጥሪ ስናደርግ ለእኛ ኢትዮጵያውያን ከእኛ ኢትዮጵ ያውያን ውጭ ማንም እንደሌለ በማስገንዘብ ነው፡፡
ኢትዮጵያ ለዘላለም ትኑር!!!

TPLF Security Forces Terrorist Plot in Addis Ababa Leaked


def-thumbPatriotic Ginbot 7 Movement for Unity and Democracy has received credible reports that the fascist regime in Ethiopia has made intricate plans to detonate explosives and blame Patriotic Ginbot 7 for its own terrorist acts.
While we had received the leaked information of the sinister plans being hatched by the TPLF politburo members a few weeks ago, the pending visit of the U.S. President to Ethiopia have made it imperative for the TPLF regime to carry out the heinous crimes in the next few days.
We would like to inform the Ethiopian people and the international community that TPLF has finalized plans to carry on terrorist acts at Bole International Airport, along the major highway leading to the airport, at the headquarters of the African Union and the U.S. Embassy.
The TPLF minority regime is, of course, no stranger to planting bombs in Ethiopia’s capital Addis Ababa in a bid to frame its real and perceived political enemies and brutally murder innocent Ethiopians.
Massive leaks of secret files by WikiLeaks has exposed the late Prime Minister Meles Zenawi as the terrorist-in-chief. In a report from 2006 marked “Secret; Subject: Ethiopia: Recent Bombings Blamed on Oromos Possibly the Work of Government of Ethiopia” “Classified By: Charge [d’Affairs] Vicki Huddleston”, “An embassy source, as well as clandestine reporting, suggests that the bombing may have in fact been the work of the Government of Ethiopia security forces.” (Cable reference id:#06ADDISABABA2708.)
Patriotic Ginbot 7 strongly condemns the senseless brutality and the unconscionable use of terror by the rogue regime in Ethiopia to garner international support. Its utter disregard for the sanctity of human life and the Ethiopian people’s well known reputation as a peaceful and cultured people who abhor violence is truly horrifying.
The very fact that this dying regime is willing to kill, maim and cause mayhem in Addis Ababa to maintain power at any cost and in the face of a shrinking political base is a clear indication that it has lost any legitimacy to rule Ethiopia.
Patriotic Ginbot 7 would like to remind the deeply traumatized people of Ethiopia who are knowledgeable of the sinister motives of the fascist regime to be ever so vigilant and take every precaution for their individual and collective safety.
It is also time for the United States and the international community to realize that a terrorist regime willing to use violence to cling to power will never be a credible partner in the “war against terror.”

ህወሓት ለሽብር ጥቃት ተዘጋጅቷል፤ እንጠንቀቅ

አርበኞች ግንቦት 7: የአንድነትና ዲሞክራሲ ንቅናቄ በቅርቡ የጀመረው የነፃነት ትግል የፈጠረበት መደናገጥ ለመሸፈንና ንቅናቄውን በኢትዮጵያ ሕዝብና በዓለም ዓቀፍ ማኅበረሰብ ለማስወገዝ ያግዘኛል ብሎ ያመነበት ይህን ዘግናኝ ሴራ ከሳምንት በፊት ተግባራዊ ለማድረግ ዝግጁቱን አጠናቆ የነበረ ቢሆንም በወቅቱ የነፃ ሚዲያ አባላት ደርሰውበት ለሕዝብ ይፋ በማድረጋቸው እንዲዘገይ ተደርጎ ነበር። አሁን በደረሰን መረጃ ደግሞ ሴራው ከበፊቱ በባሰ እና ይበልጥ አውዳሚ በሆነ መጠን ተግባራዊ ለማድረግ የህወሓት “ስውር” መንግሥት ወስኗል። በዚህም ምክንያት ይህ የማስጠንቀቂያ መግለጫ ማውጣት አስፈላጊ ሆኖ ተገኝቷል።
የኢትዮጵያ ሕዝብ በማያሻማ ሁኔታ እንዲገነዘብ የምንፈልገው ሀቅ የሚከተለው ነው። አርበኞች ግንቦት 7 በደረሰው መረጃ መሠረት ህወሓት በሰላማዊ ዜጎች ላይ ከፍተኛ ጉዳት ለማድረስ ወስኗል። የእቅዱ ዓላማ ዘግናኝ እርምጃ በንፁሃን ዜጎችና ሕፃናት ላይ በማድረስ “የሽብር ጥቃቶች ሰለባ” ነኝ በማለት የኢትዮጵያ እና የዓለም ዓቀፉ ማኅበረሰብ አዘኔታ ማግኘት ነው። የዩ. ኤስ. አሜሪካ ፕሬዚዳንት ኢትዮጵያን የሚጎበኙ መሆኑ ደግሞ ይህንን እቅድ ተግባራዊ የማድረግ ጉጉቱ እንዲጨምር አድርጓል። ስለሆነም ዛሬ አገራችን ኢትዮጵያ በህወሓት የሽብር አደጋ ውስጥ ነች። የቦሌ ዓለም ዓቀፍ አይሮፕላን ማረፊያ እና ወደዚያ የሚያደርሰው መንገድ፣ የአፍሪቃ ኅብረት ጽ/ቤት እና የአሜሪካ ኤምባሲ ህወሓት በሽብር ጥቃት ዒላማነት ከመዘገባቸው ውስጥ ቀዳሚዎቹ ናቸው።
አርበኞች ግንቦት 7 በኢትዮጵያዊያን ላይ የሚቃጡ የሽብር ጥቃቶችን መቃወም ብቻ ሳይሆን ከኢትዮጵያ ሕዝብ ጋር ተባብሮ ያመክናል። ይህ በህወሓት የተደገሰልንን የሽብር ጥቃት ማምከን ይኖርብናል። እኩይ እቅድን አስቀድሞ አውቆ ለሕዝብ ይፋ ማድረግ አንድ ዓይነተኛ የሽብር መከላከያ ዘዴ ነው። በዚህ ረገድ በአገዛዙ ውስጥ ያላችሁ የሕዝብ ወገኖች ባለውለታዎች ናችሁ።
የእያንዳንዳንዱ ኢትዮጵያዊ ሕይወት መለኪያ በሌለው መጠን ውድና ክቡር ነው። በዚህም ምክንያት እያንዳንዱ ዜጋ የህወሓትን እኩይ ሴራ ተገንዝቦ ራሱን፣ ቤተሰቡንና አካባቢውን ከጥቃት እንዲጠብቅ አርበኞች ግንቦት 7 በጥብቅ ያሳስባል።

Dear Mr. President:
As you prepare to visit Kenya and Ethiopia later this month, we, the undersigned organizations and individuals, write to share our appreciation for your engagement on some key concerns on the sub-continent, including the crucial role of governance. To this end, last summer’s US-Africa Leaders Summit was an important milestone and your upcoming trip presents an opportunity to reaffirm your administration’s commitment to addressing the core challenges faced by millions of Africans.human-rights-watch
As key partners for the United States, both Kenya and Ethiopia present pressing human rights concerns that we hope will be at the forefront of your discussions. While both countries face real security threats, we are concerned by the way in which each government has responded, often with abusive security measures and increased efforts to stifle civil society and the media. Many of these initiatives undermine core human rights protections and the rule of law and are also counterproductive when it comes to reducing insecurity. We urge you to clearly articulate that the United States expects its partners to support an environment where independent organizations and media outlets can thrive, and security forces undertake operations that protect – rather than abuse – their citizens.
Kenya
Your long-awaited trip to Kenya offers key opportunities to address both new and longstanding challenges with which the country continues to grapple – from security force impunity and the need for criminal justice reforms, to an increasingly restrictive environment for media and civil society, and growing pressure on Kenya’s Somali refugee population and its Muslim communities.
Accountability for Abuses by the Security Forces. As you are aware, the Kenyan police and other security forces have long committed serious human rights violations with impunity. This lack of accountability was identified as a crucial area for reform in the wake of the 2007-2008 post-election violence and remains a central challenge. More recently, credible research by a number of independent organizations has implicated the Anti-Terrorism Police Unit (ATPU), along with other security forces, in serious abuses in Nairobi, on the coast and in the northeast. They have routinely responded to alleged attacks by the armed group Al-Shabab with abusive operations that appear to target specific communities – Muslims, Somali Kenyans and Somali refugees – based on their ethnicity, nationality or religion. Such actions risk further undermining confidence in the security forces, rendering them less effective, and fueling radicalization instead of countering it.
We hope you will use your visit to Kenya to press President Uhuru Kenyatta and his administration to take the necessary steps to reverse these trends. In particular, this includes the need to investigate reports of security force abuse and prosecute those responsible for serious crimes, while ensuring that independent oversight mechanisms such as the Independent Policing Oversight Authority are adequately resourced and able to effectively perform their work free from interference.
Meaningful efforts to address broader questions of impunity also entail cooperating with the International Criminal Court (ICC) and revisiting domestic efforts to investigate and prosecute serious crimes committed during the 2007-2008 post-election violence. The communal grievances that underlay that violence remain and will continue to fester if left unaddressed. In general we urge you to stress that abusive operations against Muslim and ethnic Somali communities are not only unlawful but also an ineffective response to security threats. It is critical for the national security interests of both the US and Kenya that Kenyan security force actions do not reinforce Al Shabab’s one-sided public narratives.
Restrictions on civil society. Kenya’s nongovernmental organizations have enjoyed a relatively open environment consistent with the rights to freedom of association and expression for more than a decade, but over the past year that has begun to change. The Kenyan government has increased legislative efforts to restrict both nongovernmental and media work, and government officials have repeatedly voiced hostility and suspicion of independent voices. In recent months, Muslims for Human Rights (MUHURI) and Haki Africa, two human rights organizations working to document abuses in counterterrorism operations on the coast, have faced an onslaught of administrative harassment, including arbitrary searches and seizure of documents, freezing of bank accounts, suspension of insurance coverage, and de-registration, despite a court order establishing that they have no links to terrorist groups.
We appreciate the many efforts by your administration – and specifically by Ambassador Robert Godec – to support these two organizations and civil society in general. We urge you to continue sending an explicit message, both in public and in private, that the protection of civil society organizations – in line with your September 2014 Presidential Memorandum on Civil Society – is a top priority for your administration and that any new legislation should respect international standards on freedom of expression and association.
Refugees. For decades, Kenya has played a crucial role in the region by providing refuge to hundreds of thousands of Somali refugees. But unsubstantiated allegations that Somali refugees pose a security threat have increased in the wake of the Garissa University attack, as have statements that they should now all return to Somalia. To date, the authorities have produced no evidence that Somali refugees provided material support to armed militants. Over the past six years, many independent organizations have documented how refugee communities in Dadaab and Nairobi are routine targets for harassment, extortion, and mistreatment by police and other security forces. Your administration has been extremely vocal about the need for the Kenyan authorities to register and protect its refugee communities, including those from Somalia. We urge you to remind President Kenyatta of his recent pledges and obligations under both African regional and international refugee law to respect the principle of non-refoulement, ensure that refugees are protected and assisted, and consider durable long-term solutions for the refugee population.
Ethiopia
While part of your trip to Ethiopia will include a momentous visit to the African Union, we are concerned by the timing of your bilateral meetings with Ethiopia’s leadership. Particularly in the wake of that country’s recent non-competitive elections, your visit may send the message that the United States is giving short shrift to the profoundly repressive policies pursued by the government. The political environment in Ethiopia is dramatically restricted, as is the ability for Ethiopians to freely express themselves. Over the past decade, a range of measures has been adopted that sharply curtail fundamental liberties.
As you know, under Prime Minister Meles Zenawi, the Ethiopian People’s Revolutionary Democratic Front (EPRDF) government made economic gains and apparent improvements in socio-economic indicators. However, since the 2005 election crisis the ruling party’s political dominance, repression of political opposition parties, and restrictions on the media and civil society have increased dramatically.
Instead of providing leadership in the region on human rights, Ethiopia has regrettably become a model for draconian legislation that restricts freedom of speech and association. Its anti-terrorism law has been primarily used to target journalists and others critical of government policies. These laws are not only misused for political prosecutions in Ethiopia, they are increasingly a model for repressive legislation across the region. In addition, over the past 15 years, Ethiopia’s security forces have committed war crimes and possible crimes against humanity, most notably in the Somali region, without any credible investigations or prosecutions.
We urge you to make clear in all your meetings that the recent release of six journalists and bloggers is welcomed, but is only a preliminary step towards more meaningful and sustainable reforms. Scores of other journalists, political opposition leaders, and protesters who have been arbitrarily detained or wrongfully imprisoned for exercising their rights should urgently be released. The July 6 conviction of 18 Muslim journalists and activists is an especially worrying sign. Moreover, Ethiopia needs to amend the Charities and Societies Proclamation and the Anti-Terrorism Proclamation, both of which are core tools used to prosecute and restrict dissenting voices. These laws need to be revised to conform with international human rights standards on freedom of expression, association, peaceful assembly, and fair trial standards.
Finally, we urge you to raise the need to address impunity by Ethiopia’s security forces for a wide range of serious human rights violations, including routine torture of political detainees, extrajudicial executions and rape by military forces in various regions, and other serious crimes. The government should reverse its reflexive denials of abuse and restrictions on independent human rights investigations and reporting.
We believe it is essential for you to highlight, along with the positive change and growth that will underpin your visit, the many challenges discussed above. As you said in your Ghana speech in 2009, “history offers a clear verdict: governments that respect the will of their own people are more prosperous, more stable, and more successful than governments that do not.” We continue to believe in this message and the need for it to be reinforced on your upcoming trip.
